Noted For: governor of Illinois (R, 1999-2003). Declared a moratorium on executions (1999) and issued a blanket commutation to 167 prisoners on Illinois' death row (2003). Convicted of corruption for selling licenses to unqualified truckers while serving as Illinois secretary of state (2006); imprisoned (2007-13).
