Noted For: U.S. Representative (D-TX, 1978-83, R-TX, 1983-85), U.S. Senator (1985-2002), candidate for the Republican Party nomination for President (1996). Resigned from Congress in 1983 as a Democrat and won re-election in a special election as a Republican. Co-authored the Gramm-Rudman-Hollings Deficit Reduction Act (1985), which was declared unconstitutional by the U.S. Supreme Court (1986) for violating the separation of powers clause.
